In a pioneering move, the UAE Cabinet has approved the creation of a Regulatory Intelligence Office along with a cutting-edge AI-powered integrated regulatory ecosystem aimed at overhauling the country’s legislative framework. This initiative is designed to make the legal system more agile and responsive by using artificial intelligence to analyze the real-time effects of existing laws on society and the economy. The AI system will not only propose necessary updates to laws but will also streamline the legislative process—potentially speeding it up by as much as 70%—by automating and optimizing tasks such as research, drafting, and policy evaluation.

This advanced system will construct a centralized legislative map, integrating all federal and local laws with judicial decisions, executive procedures, and public services. Furthermore, it will be connected with global policy research centers to align UAE legislation with international standards, reinforcing the country’s commitment to best practices in governance. His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, described this development as a “paradigm shift” that ensures the legal infrastructure evolves in sync with the nation’s rapid progress.

The move is part of the UAE’s broader vision of embedding artificial intelligence across various sectors, especially public governance, justice, and economic planning. The judiciary is already adopting AI, as seen in tools like virtual legal advisors, family law bots, and the recent launch of ‘Aisha’, the Ministry of Justice’s first generative AI-powered virtual employee that assists court users with their transactions. These innovations not only boost efficiency and legal accuracy but also position the UAE as a global leader in legal-tech and AI governance.

By directly linking policymakers to AI-driven data and actionable insights, this initiative aims to build one of the world’s most intelligent and responsive legal ecosystems—offering more transparency, faster reforms, and stronger alignment with citizen and business needs. The UAE is effectively setting a benchmark for future-ready legislation and governance, driven by artificial intelligence and technological foresight.
