The roundtable highlighted contrasting data points across the Indian venture capital market. Global tracking reports, such as Vestd India’s Global Investment Report, registered a 25.3% decline in overall Indian angel funding and a 31.8% drop in seed investments across recent full-year metrics. Conversely, data from Inc42’s H1 2026 tracker showed seed-stage capital expanding by 18% year-on-year to $478 million.

Rather than showing market instability, these trends point to heightened investor selection standards. Early-stage liquidity remains available across Indian venture hubs, but capital allocation requires institutional-grade unit economics, transparent cap tables, and disciplined valuation models.

Establishing Governance Before Deal Sourcing

To address these market dynamics, the Maharashtra Angels Network established a pooled investment structure and a standardized decision-making protocol prior to sourcing startup pitches. This approach prioritizes operational discipline over transaction volume.

Alongside governance frameworks, the network introduced a structured investor-education curriculum. Designed to address requests from the investor cohort itself, the program focuses on private-market valuation mechanics, financial statement analysis, and unit-economic validation.

The primary operational initiatives established during the summit include:

  • Pooled Investment Frameworks: Standardizing check sizes and syndication structures to streamline early-stage allocations under compliant SEBI Category I Alternative Investment Fund (AIF) guidelines.

  • Structured Due-Diligence Protocols: Moving beyond superficial founder pitches by introducing independent valuation checks, background verification, and operational audits.

  • Continuous Investor Capability Building: Launching ongoing masterclasses covering private-market deal terms, term-sheet negotiation, and governance oversight.

  • Regional Ecosystem Expansion: Rolling out dedicated city chapters across Pune, Mumbai, and Nagpur under MAN’s strategic affiliation with Bharat Angels Networks.

Policy Alignments and State Economic Frameworks

The roundtable’s focus aligns with broader policy developments across India's venture ecosystem. The official removal of the Angel Tax under Section 56(2)(viib) eliminated a major tax friction point for domestic early-stage investors.

At the regional level, the state's ₹500 crore Chief Minister MahaFund—introduced under the Maharashtra Startup, Entrepreneurship & Innovation Policy 2025—targets financial and incubation support for 25,000 early-stage entrepreneurs over five years. By pairing public policy support with private-market due diligence, MAN and Vsure are building a structured framework for regional angel investing.
